A letter is a kind of postal item which contains a private message.
A letter can be within an evelope, sealed or unsealed.

Maximum: its
width, length and height combined must not exceed 900 mm, but
its greatest dimension must not exceed 600 mm. In roll form, its
length plus twice the diameter combined must not exceed 1040 mm,
but its greatest dimension must not exceed 900 mm.
Minimum: 90
x 140 mm. In roll form, its length plus twice the diameter combined
must not be less than 170mm, but its greatest dimension must not
be less than 100 mm.
